Q1. On Friday, four gunmen killed more than 130 people at the Crocus City Hall concert venue near Moscow.

ISIS has claimed responsibility, and US officials say they believe ISIS-K, a branch of ISIS in Afghanistan, was behind the attack. Russia has fought ISIS in Syria and Afghanistan, and ISIS-K claimed responsibility for a 2022 blast at the Russian Embassy in Kabul that killed 6 people.

However, Russian President Putin suggested Ukraine was behind the attack.

Others like Gary Kasparov, say Putin himself was behind the attack, as Putin is thought to have been behind the 1999 firebombing of Russian apartment buildings that helped elevate him to the presidency.

Q2. Earlier this month, the US passed a secret warning to Russia of a plot by terrorists to target large crowds in Moscow. A State Department spokesperson said this was done in accordance with the US government's longstanding "duty to warn" policy.

The State Dept also issued public warnings to US citizens on March 7 and March 18, to avoid concert venues in Moscow. Putin said the US warnings were "provocative" statements that resemble "outright blackmail and an intention to intimidate and destabilize our society."

The US issued similar warnings to Iran ahead of an ISIS attack.

Russia relies on migrant workers from the Muslim-majority states of Central Asia, particularly Tajikistan and Uzbekistan, as Russia’s economy has pivoted to a war footing that has pushed unemployment to a record low.

Central Asian workers can come to Russia visa-free and several million have settled in Russia’s main cities in recent years—often living largely separated from wider Russian society in conditions that leave them exposed to recruitment by criminal gangs and Islamists.
